　　当地时间4月25日，中国常驻联合国副代表耿爽在联合国东道国关系委员会会议上发言指出，一段时间以来，美国频繁对特定国家的外交人员拒发签证、限制旅行自由，严重影响有关国家正常有效参与联合国工作，敦促美方积极履行东道国义务。

　　耿爽表示，获取签证和旅行自由是各国常驻联合国代表团外交人员的当然权利，保障这一权利是美国作为联合国东道国应尽的国际义务，也是美国签署《联合国总部协定》作出的法律承诺。这本不应该成为一个问题。

　　耿爽指出，美方做法违反外交礼节。美国作为联合国东道国，肩负国际社会的信任与重托，本应履职尽责，一视同仁地为各国参加联合国会议做好服务，但却出于一己之私，不断在签证和旅行自由等问题上对特定国家设定限制、制造麻烦。这种无视并拒绝外交人员基本权利的做法，是对他国外交官的不尊重，也完全不符合东道国应有的“待客之道”。

　　耿爽表示，美方做法违反国际法义务。签证和旅行自由是《维也纳外交关系公约》《联合国总部协定》重点保障的外交人员权利。为参加联合国会议的人员发放签证，是美国作为东道国应履行的法律义务。在这个问题上，美国没有自由裁量权，不能从双边关系的亲疏远近出发，对特定国家采取歧视性做法。美国对自身应承担的法律义务弃如敝履，违反了条约必须遵守的国际法原则。

　　耿爽强调，美方做法违反基本人道。美方不顾外交人员及其家属在医疗、教育等方面的正常、基本需求，任意施加歧视性措施，粗暴限制特定国家外交人员及其家属的旅行自由和就医需求，拒绝为有关国家外交人员及时发放签证，近期甚至还发生威逼他国外交人员的事件。美方有关做法严重侵犯外交人员的安全、尊严和自由，违背人道主义的基本原则。

　　耿爽表示，美方滥用东道国地位、无视国际法义务、损害他国外交官正当权益的做法历史上有之，过去几年有之，近来更是肆无忌惮、愈演愈烈。美方这种做法违背多边主义精神，干扰联合国正常运作，更是暴露出美方妄自尊大、胁迫施压，将“美国优先”凌驾于国际规则之上的霸权心态和霸凌做派。

　　耿爽指出，中方与不少与会的国家一样，长期以来遭受美方各种无理限制，一起敦促美方立即改弦更张，停止基于双边关系和政治因素阻碍会员国参与联合国工作。敦促美方严格遵守《维也纳外交关系公约》《联合国特权和豁免公约》及《联合国总部协定》等法律文书的原则和精神；敦促美方积极履行东道国义务，重视会员国合理诉求，切实保障各国常驻团及其人员的安全、履职和尊严。 新闻结尾 老扒系列40部分阅读：感受真挚情感的美妙世界！的相关文章
