财联社4月24日讯（编辑马兰）周三，欧盟宣布对苹果和Meta处以合计7亿欧元（约7.98亿美元）的罚款，理由是这两家公司违反了欧盟的《数字市场法》。

《数字市场法》允许监管机构对科技公司处以最高相当于其全球年营业额10%的罚款，但这一次针对苹果和Meta的罚款金额仅相当于两家公司年营业额的0.1%。这可能是欧盟在当前关税战之下对美国企业的一种“法外开恩”，以避免激怒美国总统特朗普。

然而，即使罚款金额低于法案规定，欧盟的处罚还是引发了美国科技业的集体不满。

受苹果资助的美国游说团体——进步商会的欧洲高级主管KayHazemi-Jebelli表示，欧盟的罚款标志着跨大西洋贸易冲突的升级，美国政府应该对《数字市场法》引起警惕。

美国国家安全委员会发言人BrianHughes也对此事进行了回应。他表示，欧盟周三对苹果和Meta的处罚是一种新的经济勒索，美国不会容忍这种行为。

变相关税？

Meta首席全球事务官JoelKaplan周三表示，欧盟对该公司的2亿欧元的罚款以及要求Meta改变广告模式，实际上对Meta征收了数十亿美元的关税，同时要求其提供劣质服务。

Kaplan使用了敏感的“关税”一词，显然是希望白宫将《数字市场法》与现在正在进行的美欧贸易谈判联系在一起。这也某种程度上反映出美国科技业与特朗普之间的关系并没有那么“融洽”。

Meta公司公共政策主管KatieHarbath指出，对于特朗普来说，一切都是为了他自己和美国政府的最大利益，而科技业在他看来，一直在竭尽所能地影响他的利益。

目前，美国政府也在继续推动针对Meta、苹果和其他科技巨头的反垄断诉讼，这些诉讼理论上与欧盟的指控并无太大差别。

这也让科技业颇为沮丧。Harbath还预计，在特朗普政府真正对《数字市场法》采取行动之前，欧盟可能需要针对更多的美国公司推出惩罚，或者对部分公司施加更严厉的处罚。

有趣的是，在去年7月，欧盟也判定马斯克所有的社交平台X违反了《数字市场法》，但由于该平台并非企业与消费者之间的重要通道，所以当时被排除在重要名单之外，不过其仍可能被处以高达全球年营业额6%的罚款。但本次，欧盟似乎打算放X一马。
