　　中新社北京4月17日电中国国家市场监管总局17日围绕“加强特种设备全链条监管”召开专题新闻发布会。会上公布，截至2024年底，中国特种设备数量已达2294.18万台，另有气瓶3.18亿只、压力管道117.48万公里。

　　特种设备包括锅炉、压力容器、压力管道、电梯、起重机械、大型游乐设施、场(厂)内专用机动车辆和客运索道8个种类，量大面广，是支撑经济社会发展和服务保障民众生活的重要设备设施。

　　国家市场监管总局特种设备安全监察局副局长周亮介绍，当前，中国特种设备产品不断向高端化、智能化、绿色化方向发展，新材料、新技术、新工艺不断应用，传统监管方式只要求产品在实验室验证，难以充分暴露真实场景下的风险，且缺乏过程跟踪。对此，国家市场监管总局借鉴国际上沙盒监管理念，结合国内汽车等领域试点经验，推出特种设备安全沙盒监管制度。

　　周亮称，沙盒监管是针对技术创新的柔性监管制度，在没有完全掌握新技术、新产品的风险时，为企业提供一个试用平台和测试周期，在不违反原则性准入标准和安全底线的基础上，允许企业开展深度测试，最大限度地暴露潜在风险，努力将风险消除在正式进入市场前。
