　　为进一步降低吸烟率、保障公众健康，香港特区政府昨日(25日)在宪报刊登《2025年控烟法例(修订)条例草案》(《条例草案》)，并将于4月30日(星期三)提交立法会进行首读及二读。

　　《条例草案》中提出多项控烟措施，来港旅客一定要注意！

带超过19支烟过关

罚款将增至5000港元

　　《条例草案》提出，自明年1月起，若任何人携带多于19支免税烟入境，定额罚款将由2000港元增至5000港元。同时加入完税烟识别标签、提高走私私烟罚则、扩大禁烟区、禁止管有另类吸烟产品等。

　　《条例草案》列明，明年1月起，禁止在轮候公共交通工具的划定范围、轮候进入电影院、医院、公众游乐场地、体育场等地方吸烟。当中指出“轮候”的字眼，代表两人或以上排队等候的情况。违者罚款由1500港元倍增至3000港元。

　　《条例草案》提出，将幼儿中心、医院、卫生署诊所或健康中心和院舍的出入口3米范围内，划为禁止吸烟区。

一人候车时如何判定能否吸烟？

医卫局回应

　　有市民疑问如何定义“轮候公共交通工具划定范围”，香港特区政府医务卫生局首席助理秘书长解释，要在有标志或形成一个候车区域才能满足一人候车也不能吸烟的条件。

　　还有市民疑问“为何有无地面标志会影响吸烟许可”，首席助理秘书长说，出现地面标志的区域市民会有必要在此等候逗留，在这个地方吸烟会影响他人，让人吸食二手烟。而没有标志的地方，较难判定是否会影响他人。

　　对于“仅一人候车时可否吸烟”的争议，他强调，若某区域未列为禁烟区，且现场仅一人等候，原则上允许吸烟。然而，一旦有其他市民加入候车队伍，吸烟者需立即停止，以避免影响他人。(大湾区之声)
