　　海口4月18日电(记者符宇群)海南省市场监督管理局、海南省知识产权局局长铁刚18日在海口举行的新闻发布会上说，海南大力推进知识产权强省建设，为海南自贸港优化营商环境、激活发展动能提供有力支撑。截至2025年2月，海南省每万人口发明专利拥有量达到10.1件。

　　铁刚介绍，自2018年以来，海南省知识产权体制先后经历两轮改革。海南对标新加坡、中国香港等国际高标准知识产权保护规则和国内先进经验，已推动出台《海南自由贸易港知识产权保护条例》《海南省推进知识产权强省建设强化知识产权保护和运用的实施意见》等地方性法规、政策文件，初步构建起与自贸港各项制度政策相配套的法规政策体系。

　　在深化知识产权综合管理体制改革方面，海南聚焦“南繁种业”“深海科技”，在三亚崖州湾科技城高新区探索创建知识产权特区，率先在全国实现专利、商标、版权、地理标志、植物新品种“五合一”知识产权综合管理体制，实现“一个部门集中管理、一支队伍综合执法、一个平台统筹服务”模式，在海口国家高新区积极打造国家知识产权综合服务示范区，推行“全口径”知识产权资源整合。

　　在完善知识产权保护体系机制方面，海南在三亚创建全国首个面向海洋和现代化农业产业的国家级知识产权保护中心，在海口加快建设面向装备制造和生物医药产业的国家级知识产权保护中心，两个保护中心建成之后，将持续强化海南省知识产权“一体化”和快速协同保护。

　　海南还积极探索在自贸港“一线放开、二线管住、岛内自由”条件下打击侵权的执法路径，创新推行“先行禁令”跨境电商知识产权保护新模式，建立并完善专利侵权纠纷行政裁决工作机制。2021—2024年，海南全省共立案查办商标专利地理标志案件2434宗，罚没款1230.1万元；办结著作权执法案件168宗，罚没款将近90万元。

　　在促进知识产权服务经济社会发展方面，海南推动设立海南国际知识产权交易所、中国版权保护中心海南分中心，深入实施专利转化运用专项行动。2021—2024年，海南全省专利授权量50855件；全省商标、专利质押登记总金额126.67亿元；全省登记作品量2256件，审核备案境外图书著作权合同567个。

　　在提升知识产权公共服务能力方面，海南推动建成知识产权公共服务骨干节点2家、技术与创新支持中心(TISC)4家、高校国家知识产权信息服务中心1家、国家知识产权信息公共服务网点4家等，并在11个重点产业园区设立知识产权服务窗口，进一步提升知识产权公共服务的便利性和可及性。
