　　中新社北京4月16日电(记者陈溯)中国农业农村部渔业渔政管理局局长刘新中16日在北京表示，《关于预防、制止和消除非法、不报告、不管制捕鱼的港口国措施协定》(简称《协定》)对中国正式生效，中国将积极履行港口国义务，坚决打击非法捕捞，维护国际渔业秩序，推进渔业资源长期可持续利用。

　　当天，农业农村部召开新闻发布会，就加入《协定》有关情况进行介绍。刘新中表示，《协定》由联合国粮食及农业组织(FAO)牵头制定，是近年来在全球渔业治理、打击非法捕捞方面最重要的国际文书，旨在通过有效实施港口国措施，阻止非法捕捞的渔获物经由港口进入国际国内市场，确保对海洋生物资源和海洋生态系统的长期养护和可持续利用。

　　《协定》于2009年11月22日在罗马缔结，于2016年6月5日生效，截至目前，共有81个国家和区域一体化组织批准、接受、核准或加入了《协定》。

　　刘新中表示，中国高度关注《协定》有关进展，积极推进加入《协定》，认真做好《协定》加入准备工作。经过多年准备和审慎评估，经国务院批准，中国决定加入《协定》，并于2025年3月17日向FAO总干事递交加入书。2025年4月16日，《协定》对中国生效。“加入《协定》是中国积极参与全球海洋治理、维护国际渔业秩序的重要举措，标志着中国在持续打击非法捕捞、保护海洋渔业资源等方面又迈出了新的重要一步。”
